Raymond Frey came to the University of Saskatchewan from Moose Jaw, enrolling in 1921 and graduating in 1925. While a student at the U of S, he competed in both basketball and footballf or two years.

Following his graduation, he joined the faculty in the College of Engineering.

He was the coach of the Huskies basketball team from 1927 to 1931, coach of the women's basketball team from 1934 to 1943 and manager of the football team from 1929 to 1937. He also served on the University's Athletic Directorate from 1930 to 1934 and on the Men's Athletic Board in 1935 and from 1941 to 1944.

As a basketball coach, Raymond was an outstanding strategist with an ability to make adjustments during the course of a game. His basketball team captured four city and four intervarsity championships.
